I am unable to purchase to Operation Pass. support is not helping me with this issue. i've tried everything the community suggested, but still no buy. when I try to click the buy button, instead it takes me back one page to the levels page. and there is no mouse click, when I click the buy button.

Steam Support does not "control" 3rd Party Games.
All you can do is put $$$ in your Steam Wallet and then you should be able to Purchase War Robots In-Game-Purchases.
