Report a translation problem
As written above by Dexter, Bioshock 2 used Games for Windows Live, and had there achievements. Most PC games have achievements just on one plattform (GFWL or Steam or Uplay or ...)
Maybe the new Bioshock Infinite got Steam Achivements, i dont know if it still uses GFWL...

However, updating a game in Steam is 100% free as opposite to Xbox 360 or PS3. AND Bioshock 2 used GFWL achievements and not Steam achievements, which clearly means the devs didn't care.
At least with Bioshock 3 they seem to be fixing that error since they announces it'll be a full SteamWorks title (cloud, achievements, etc).

As to why it was never then patched to include the achievements, the multiplay aspect was properly finalised for BS2 which also included the achievements as per GFWL - Not unlike L4D2 - L4D2, the sequel generally outmoded the original game, despite being essentially a (admittedly good quality) modification to the original game with the same engine at its heart.
