If you don't see any available for purchase, it means you probably haven't gotten far enough in the game to unlock more slots, hope I helped.
so, does it make sense to hold on to the ADAM til i can buy those extra tonic slots OR just spend all of it now?

I personally chose to only use electro bolt and winter blast so I upgraded those right away whereas I used the rest of my ADAM on health/eve upgrades whenever possible. I believe tonics are helpful but not as reliable as your plasmids so I prioritize plasmids and health/eve upgrades over slots usually but like I said, that's my preference and way of playing.
I would only get more tonic slots if you really want to use them or for finding particularly unique ones such as SportBoost or Clever Inventor.
Just edit User.ini file and assign your desire 'cheat' to get via key bind.
