new game +
Hi
Does anyone if there is a new game plus or a mod for it?

Your sentence is almost unintelligble, so I'm going to answer for a few possible meanings since you have no meaning to give it.

1. There are Sequels, Bioshock 2, and Bioshock Infinite. This would be extremely easy to discover by search the Steam store.
2. There are DLC, but for the sequels.
3. You can start a new game in the main menu.

sorry I havent concentrated when I wrote this but I thought "new game +" would everyone understand.
I want to know if I can start a new game with all my plasmids and weapons.

No. Besides the leeetle problem with breaking the whole storyline, you just can't do it.

Not really. The story relies far too heavily on you getting certain plasmids and weapons in certain spots and times, so the gameplay and story would be screwed if you could just whiz around with a full build.

Heck, you'd skip entire sections of the medical pavilion.

I find this comment HILARIOUS as you claim that you understand perfectly what he meant to have said in his first post, and that I'm an ass for asking for clarification, then proceed to give an opinion based on a question completely contrary to what he asked (As clarified in his second post).

Clearly, yet not the case, Einstein. He says this in his second post:

I don't consider that a new game plus, and stand by my stated opinion. The medical pavilion is NOT the start of the game.

he asked if there is new game+ mode or not. not for your opinions. granted this isn't the "start" of the game the mode still exists.

You can add any and every ability to your character via button bindings using the GEP command, so you could start the game with incinerate 3, Swarm 2, Decoy, Organic pockets (gamebreakingly rad, no wonder it was cut) etc. Google bioshock tweak guide and look at the end of the main bioshock tweak guide for all the console commands you can bin to keys from adam to abilities to money, etc.

Incidentally, this is also how you get a decent FoV going, just bind a key to setFoV 100 for 16:19 ratio resolutions and you're golden.

1 how you didn't understand what the OP wanted in the first place baffles me. I don't know what possible confused you.

2 there is a new game plus, just because its starts you off later in the game doesn't make it not one if that's what the game states. as another user mentioned he didn't ask your opinion on it only if there was one

and 3 you are just being a sarcastic ass in general then wonder why others are having a go at you? seriously?!
