It's working for me in Windows 11.
I have i9 Intel CPU and RTX NVIDIA GPU.

• If it exists, Delete Bioschock game folder in your Documents folder
This will remove any local save games
• If it exists, Delete Folder C:\Users\username\AppData\Roaming\Bioshock
That way you get a full config reset
"Username" will be specific to you and your computer
In order to see these folders you will need to "show hidden folders and files" in Windows 11
• add -nointro to the games launch options in steam properties for the game.
• game executable properties check "disable fullscreen optimizations"
You could also select Windows XP compatibility mode but I didn't have to do that.
• Check if you have openal installed in windows 11
If not, installing openal will let you select EAX sound in game settings
https://www.openal.org/downloads/ download Windows Installer, not SDK
***openal enables EAX without the need for a creative sound card.

the funny thing is that my laptop is a potato but can run the remaster fine on low graphics so it should run the og game normal.
i also installed openAL but that didnt seem to work as well even after a computer restart

Seeing as how the Remaster was released with consoles in mind, it might actually do better on a potato. I don't know.
Sorry I wasn't able to help.

the remaster runs really well on my laptop so idk why the original doesn't boot at all. if my graphics card was out of date then it would tell me
"your graphics card is out of date. please upgrade"
Did you install legacy physx from nvidia? I had to install it to get mine working, google will find it easily.....
