Unable to harvest or rescue little sisters

I'm at the part where you first meet Tenenbaum and Atlas says you should harvest the little sister.

I can't harvest her, or save her.

I walk up to her and it says to either harvest(H) or rescue(L) and I just keep pressing H and L, but neither of them work.

And I don't have anything binded to H or L.

I even tried binding it to another key and it still didn't work.

Have you tried rebinding those keys?
