Enemies have more health and deal more damage.
Plasmids cost more EVE to use. (EVE is the blue-bar below your health, as long as you have some of it you can use Plasmids).
Random loot is scarce.
On hard it is possible for enemies to kill you quicker due to a "Sonic-Mode" mechanic that is present on other difficulties but not this one. This mechanic makes it so that on Easy or Medium if you're health is above a certain amount you will be reduced to a single point of health instead of killed, while on hard you would have been killed.
Overall, I think Hard is a good experience in this game, but Normal is where I would recommend starting out on for learning the game. On hard enemies get REALLY tanky for health late game, and it's important to learn the mechanics so you know what to buy/not to buy. Overall this is a game of practice and learning, as well as playing how you wish, so it's up to you.
Such as use a electro gun (forgot name) on a big daddy in water and he's dead,
6 explosives wires and a big daddys dead,
2 proximity explosives on a oil patch and a big daddys dead.
And there is so many more not to mention if u go the positive route you can get a plasmid that renders big daddys inert.
