security program, firewall process block, vpn restriction, on your end,
region issues, or is it a block issued by the official game.
-Renew your IP address( type in cmd "ipconfig /release" then "ipconfig /renew") and clear the system DNS memory( type in cmd "ipconfig /flushdns")
-Make sure that no Antivirus, Internet security software or Firewall is blocking RF4
-Change your DNS to the ones provided by google 8.8.8.8 and 8.8.4.4
-Disable the automatic detection of proxy settings in Widows.
Try connecting via a different network.(Mobile Internet (tethering via usb)

Yeah i contacted support and they said it was unfix-able so i wont be playing RF4 from now on :(

even when looking at your account, shows nothing,
no idea where or what region you playing from, no help from you in pinpointing or narrowing what sort of issue is causing the block, for reference with few others who may be having similar IP issue.
All you provided was ' IP blocked ' problem, even
a screenshot of the error is better than none.
We could only guess and give you some opinions based on ' nothing '.
If this was the same way, you contacted support.
Doubt they can do anything for ' your end ' problem.
A solution to every problem, just that you haven't found it yourself.

Blocked IP's usually have a reason. Maybe you are using a VPN?
