The rest is grind for player level 34 to get access to the map.
I am not aware of any other method. Also keep in mind gear requirements for that area. As a lower level player you would have to invest is some serious equipment to fish there.

I never purchased one, but they do cost money in silver if I am not mistaken.
They are considered free because it comes with all the gear you "rent" so you have gear to fish with.
So, half free?
Unlimited access without anything is 32.90 gold pieces.
In between package is 159.90 gold.
180 gold is $312 USD. Yikes.
So there is that I guess. Sea access with some gear to start with, or a new monitor? lol
