From level 12 you can go fishing for bream in the old Burg, a cheap basic rod setup and a leader for 5,5 kg is enough. There are always good spots around D3 or C5. The bream go mainly at night until the early hours of the morning. Sometimes you need patience, just ask in a friendly manner in the local chat, there is always help. Remember: the game is not for people looking for quick progress. Silver farming always takes a long, very, very long time... so long that actually the only thing that helps is meditation ^^
Spin fishing is much cheaper than bream or carp fishing, because you only need to concentrate on using a single spinning rod and it's much cheaper compared to 3 bottom fishing rod proper setups. XP and silver is much faster than with any other fishing method when fishing at Balaya.
Just fish the side where the rock wall is, cast left or right of the smaller rocks all along that shoreline. Should be able to catch a fish with almost every cast. If not you don't have a good setup. Usually the lure is the issue. Use Zeiman Spiker #2 12 or #2 18. The 12 you can buy in the shop there, the 18 you will have to look around for. The 12 works fine though.
Also, if you have the funds for it, purchasing the tool to make leaders is something to consider, as that allows you to make your own leaders and at longer lengths than the ones in the tackle shop.
Sometimes leader length and material can make a difference in bite rates. I would suggest save up for an UL setup for Balaya, around 2000 silver, and then save up for the tool to make leaders, around 500 silver. If you are doing it right 200 silver/hour at Balaya is easily achievable. For a 2500 silver investment that's not a bad return.
