Tight lines.
By clicking bottom fishing, you'll see skills that have opened up by fishing under that category. Click a category, it opens up the sub skills. So for bottom fishing, when you use different baits on different locations and catch marked fish with a green check mark ( larger than average size for that species), you keep increasing the bottom fishing skill and open up new types of bottom fishing skills that you can apply points to.
Basic bottom feeding is a sinker and bait
Paternoster is the use of a small feeder cage you put groundbait in to lure fish, as opposed to using a sinker and bait and manually throwing the groundbait by hand.
Select your feeder rod and view it in inventory
at the top of all the components that make up that setup, reel, line, etc, you will see the word "CHANGE" in white letters.
Click the word "CHANGE" and you can select the type of bottom fishing you've unlocked
From there you can select Paternoster
Paternoster must use a feeder cage for groundbait instead of a simple weight you would use for basic bottom fishing.
When you change your type of fishing in the rod inventory, you will see the components that are required to use that setup
If you don't have them you can buy what's needed in the Tackle Shop or buy a kit if it's available for that
Any time you unlock a new fishing "type", you can go to the skills menu I described and read it's new fishing type and see what components are needed.
"Tight Lines" is a friendly sign off form a content creator MDAWG, meaning in fishing, always keep your line tight. There's a chat channel with a lot of players called MDAWG Gaming. You should join. A lot of helpful chat flows while playing and helpful players.

If you, say, always go for Crutian and Gibel, the skill drys up because you have to spread it around. Try using different groundbait and bait itself. Even changing from basic to paternoster, catching different fish of different sizes and using different size hooks gets you a little more xp
If you look at each fishing type, there's a quest so to speak, that will say something like "catch 10 different fish using bottom rig". Try to target those fish
Correction from above reply: The word "CHANGE" in your rod inventory is in Green lettering not white.
