I don't know where you got this from, but it is false. Higher quality lures will perform better over time. The only reason to buy "cheaper" ones over them is to have more options when looking for the hot ones.
Lure snags should be super rare unless you're purposely casting into tainted water, like lilies and over branches. If you can't unsnag, just reload the game.
You don't need to cast right into obstacles. It's fine to just cast next to them.
