no on their website they admit it's not vanilla feature complete. Afik you can't complete the game.
That said, it has extensive modding tools, and the flagship Extended Weapons Mod (EWM) I work on is the test-mod for most new features
The streamer, Quickmind, completed it from start to end first in 2019 and second in 2021 for us.

Overall, I recommend experience with the original game and alpha state software before you try OpenApoc - It's completable, but buggy. Check out the aforementioned quickmind on youtube for his LPs as I sat in and helped him throughout
