Scarlet's bits of gameplay are not "present" they are memories she has, and she narrates as what she remembers and what she could have done. Scarlet was in the Bowman building to backup the server to a disk, that she wanted to release publicly to expose the Silhouette project, which was more than just a database, and the Union Act, that was to stop immigration and even force illegal people to leave the country.
Scarlet couldn't backup the servers because the server overheated and burned the disk, causing the fuse from the building to blow out too, which prompts Steve to check the area.
The idea the game gives is that the explosion on the Metacentre happened because of Scarlet, the servers were overheating due to bad coding in the Silhouette OS (You find this in the Metacentre level) and when Scarlet tried to backup the data, it put a lot of stress on the servers that already had issues.
When you are playing as Miller you ask questions to Carla, and notice that Alex had his card stolen, and says he wasnt near the building at the time. If you notice the first level with Scarlet, she uses Alex's ID card and confidential information regarding the server password addressed to Alex.
But why did the computer Scarlet touch burn and the fuse blew out but, the Metacentre servers exploded? You find this information in the Metacentre level too, While questioning Chance Crow, he tells you that there were gas lines near the Metacentre. So, with this information we can assume that when the servers burned, they came in contact, over a period of time, with the gas lines which then caused the explosion, that is why we get the delayed reaction when we play Scarlet.
After that Scarlet has even more reason to pursue her initial objective and tries to persuade you (Miller) to do what she couldn't, but she gets more radical about it.
Metacentre has a lot of information, not just for the explosion but also ulterior motives about the Silhouette (DSC).
I understand how the stealth levels can be frustrating, and be a complete turn off for some people. I have a guide that aims to help people through the investigation levels in order for them to be able to experience the full story without cuts. If you're ever in the mood to replay the game, you can try it with the guide and see how it goes

When you play as Miller, your first assigment is to get the Phone records that prove that Alex wasn't near the building that night. Another thing is he sent an e-mail to Carla to log it in the system that his card had been stolen, but because she had beef with him, she deleted the e-mail and didnt do anything. You confront her and she just says she doesn't remember. In case you were wondering why they had some beef its because Carla is the Head of Public Relations, and she knew about the Union act being about immigrants and she didnt tell Alex, which is an immigrant and brought his family to be near him and they were at risk of being deported if the Union Act passed. When Alex found out, he left a message on Carla's answering machine, a very sour message of a defeated man that couldn't even trust his peers, she saw that as a threat and sent an e-mail do Debbie Locke (Head of Admin) to get her to act on Alex. Carla also had a phonecall with Alex, on the night of the explosion, there was a heated discussion and according to her, the call was near the time of the explosion, when in reality it wasn't, but I'm sure her testimony to the Police was that Alex did that out of spite due to the phonecall and his hatred for her.
As for your question about Sarah, well, Alex Dubois was arrested and probably suspended from his position as "Technical Director", but his job is quite important for the company, so it's not a place that can be empty and without supervision, so Sarah Smith, who is the Head of IPA, was left in charge of his duties temporarily. We could also say she might be trying to find more information about Alex's involvement in the entire situation.

How many MUSICAL cassetes are there
Carla and Steve have some attraction going, as you picked up, she is into him more than he is into her, or he his oblivious to her advances. During the Carson Offices chapter, you will come across Carla's missing bag, and inside, there's a photo of Steve aswell.
The Deluxe edition gives you access to virtual goodies, like the complete OST in mp3 format, wallpapers and stuff like that.

In the guide I cover all the musical cassettes I have come across over multiple playthroughs, but I cant say for sure I found all of them, but give it a look and see which ones you are missing.

MP3 format files will be placed in The Occupation folder in your Steam game install directory: ...Steam\steamapps\common\The Occupation\Deluxe Edition Content\The Occupation Original Soundtrack\
The files should all be in the intallation folder, which is kind of weird since they could put them in "Documents", but give it a look.
