We noticed this to be an issue with the setting not saving correctly and has been fixed in the patch coming today!
Most experienced gamers do (meaning gamers who have been at it a while with no judgement about that one way or the other) but we also tend to have really good gaming rigs.
The big majority of computers used for gaming will be casual, able to handle last console gen level of graphics, and motion blur is pretty good at hiding framey-ness. Or at least making it less nauseating.
Less experienced gamers wouldn't know to turn it on, so we get to turn it off. The assumption is that we are competent dudes who know what we are doing, which I think is fair even if it's a little irritating, so w/e.
