You were! But you do have to be really on-top of your game (know beforehand what techs to research and when to start projects all in the right order) to prioritize beating the others. Would be hard to do the first game but after a few, you can easily get there by 1967 and be 2-4 years before anyone else.

Actually someone just mentioned this recently, but having the extra mission slot is incredibly helpful! Not really much about luck. But for example having that extra slot, you'll be less hampered if you have to push a mission back a month due to weather (feel less compelled to launch when there's a 20% chance of failure).
