Are horses with wings only availible for real money in horse paradise ?

Ever since my little girl started to play this game she wanted to get a horse with wings. From what i can tell these are only availible after reaching quest level 30+ or completing events within a time limit. As the quest level increases the rewards become less and less for each level. As an example the amount of horseshoes rewarded for 1. st place in a race at quest level 20 is 101. At level 24 the amount of horseshoes rewarded are 33. If this pattern continues it will be 11 horseshoes at level 28.
For the events i have only one example. This event initiated at level 22 and the reward is a flying red horse. To complete this event you must run 3000 feet 10 times in free run mode. Due to the impossible setup of obstacles I have not yet seen a free run where this goal is possible to even complete once.
So what i really wonder if there are any other ways to get a winged horse, or if this game is so cynical as to target little children so that their parents will open their wallets.

From what I understand the pegasuses [Horses with wings] are only available with a DLC.The DLCs are pretty expensive and I don't think there are any other ways to get the pegesuses.
