The ever growing list of banned anime indie games clearly says that Valve does care. Just google for "banned anime games on Steam". A lot of those were banned for doing exactly what you suggest - attempting to outsmart Steam and "sneak in" some adult content (like developers releasing external "nude" patches). There never will be any adult content/patches coming from me, sorry.

If I wanted to make a hentai game (and if there were no issues with censorship), think I would design from a scratch something completely different (story/gameplay), and appealing to different target audience, instead of just adding an option of removing underwear into a dating sim, where such a feature makes little sense and doesn't add anything substantial to gameplay.

Almost all dating sims out there are 2D, and those few which are 3D are all about hentai (like every game produced by Illusion). I don't really see how undressing your characters will make it stand out. More like, the opposite?

I think the fact that Shoujo City 3D is a classic dating sim but done in full 3D environment kind of makes it stand out. Because I can't immediately think of any other game out there that would fit into that description.
