Uh, sorry for butting in at such a late time. But, no. It's a stereotype. However, that doesn't mean it doesn't happen. (Ew, ewwww, ewwwwwww. I live in the USA and seeing things like siblings dating freaks me out lol)
Also, since Shoujo City is a game about high school girls, adding the feature above would not be a good idea. (I am aware that this is a joke question and all that, but I'd like to be somewhat serious here)
I'm kinda surprised, really, that nobody made such mod already.
The dev could least ask the review team how they feel about it. Perhaps it's possible to have it allowed in some countries, and not in others.
I feel like the patch loophole is only really necessary if you want to dodge the whole age gating thing though I'm not sure why someone would if they planned on adding 18+ content into their game or if they wanted to sneak it past a specific country's censorship laws but that has very little to do with steam other than steam stating that content banned in a country not be sold in that country via their guidelines.
I've never created nor posted a game to steam and can only go off what I've seen and what I've read in their guidelines so if there's something I don't know about or that I'm missing then I'd be really interested in learning more about it.
