There is a building called the well, that gives 2x food per level.
Maybe you need to focus all of your horses on leveling this...
That is pretty much the bog standard set up that everyone will use at the start of the game. It has its uses but still runs into problems very quickly.
My current build is tree, well, stable, butchers, town hall, shooting tange, druid grove, city walls and gold mine.
It's slow at the start, really slow. However, it has picked up a bit and I am now working on ten billion upgrades. Food is at 37.11 million per second and gold is on 6.34OC which is pretty good. I might stick with this one for a bit and see how it pans out long term. It does seem to be the only build that gives something resembling balance at the moment as well.
Can you list your buildings so I can compare set ups ?
Just do farm, well, homestead and use all horses on wells. Also make sure you get the mosquito bonus for magic.
I am struggling to get the 65 mosquiotes at the moment, perhaps that is what is holding me back. I would like the multiplier you get with the 2nd assimilation level.
The key reset points that you'll want:
1) 500-50,000 farm happiness [only a starter for fastergames]
2) 1,000,000 well happiness [you can split it into two chunks, one fast one slow, if you want].
3) 1,000,000,000 town hall happiness [you usually want to split this into two chunks, 1 @ 1 mil, then with 1 mil happiness, you can get 1 bil happiness a lot easier. Although, you can alternatively just go straight here if you have enough assimilations]
4) Perserverence [optional]. Alternatively, you can just have 1-100 qa soldiers and use the iron mine up to level 6+. This will give you plenty of bps over time to get your 65.
Honestly, you don't need a single point of perserverence, and you can assimilate in 4 runs [which I'm doing now].
Follow the points listed above AFTER you have enough governors, and life will be cake.
It's recommend to have an income equivilent of at least 1 mil gov happiness before you go farms, otherwise it takes forever before you can finally max out the homestead to 6 before feeding cows to the farms.
Regarding the SP levels of food, I personally have never gotten that far. The only reason to get that far currently is for druid runs, which I have yet to do enough.
--But to explain the SP level of food, you're using the +FOOD spell, combined with mosquito staff's high bonuses, combined with cows on your farm, combined with horses on your well, combined with a very high level well. You pop your +food spell and cast +food staffs, Easy enough!
--Alternatively, you can go the butcher route with enough nomad points and slay tons of elephants and use all of your horses on your well for more food. I haven't tried this, as it requires a late game run, which seems like it'll be less effective than just going the normal route. Eh, maybe when I have 20+ nomad points.
Looks like you are miles ahead of me then if you have all them points. I will try the things you suggested and see how they work out.

Atm I get twice as much food with cow boosted farms (with same well lvl) and additionally I get 1 Qa food when using the first staff of harvest with the food spell (which I can use every 6 minutes).
So no, butchers tent isn't crazy at all. It might be crazy with the new nomad perks but since I got only 15 nomad points I can't test it out properly. I assume with huge spaces, hunting for mammoths and shashlik house it could compete with masters house. Gonna test it out as soon as I get to 20 nomad points.
It's probably better to get Caravans before Huge Spaces if you're going butcher's tent.
Right now Magic is still better, even with 40 points in nomads.
