The very top row of your keyboard, there aren't a bunch of keys called F1, 2, 3 etc?
I don't know how far along you are in the game after all this time, yet in case you aren't (or anyone else who comes across this thread and stuck as well): I have the feeling you've been severely confused when you made that comment.
While I can't think of one, I would have had to guess you're thinking of a niche system with niche controls, which either had those keys somehow on the bottom which were probably the still same keys but conventional keyboards re-arranged them, or had other uses for something else entirely. I don't think by LSL standards the developer had those in mind, even if it happened to work. I doubt they are even relevant, being obsolete.
An Fn key is not a key that has any input function. It's more of a 'shift' key that enables secondary controls assigned to each key. It's most prominent in laptops for it's usefulness, and still exists. You could be on an F-Lock if you have an Fn key in use, which disables the primary key on whatever key that uses secondary keys instead. Meaning F1-F12 keys won't work if the secondary keys assigned to that row is enabled, of course. Disable that lock, or you will get stuck.
That being said, the F keys at the top row, like any conventional keyboard, will do. If you happen to still be stuck and there's a dialogue window with those instructions, just press 'Enter'. I think you will come to realize 'Enter' just closes such dialogue screens since it locks you out from making any input commands unless you exit out of it, which also explains why you may not have been able to properly progress. After that, you can choose to 'change bet', and/or press the corresponding buttons you were instructed to use (atill the F keys at the top), starting with F4. There's nothing special about this process.
But yes, the Function (F) keys these days are typically accessed by holding the Fn (function) key. I'll be quite astonished if they are not present.
