The Inhabitant targeting (SHIP_WITH.hook)

I've been trying for ages to get the Shadow transformation, and I'm not sure about one of the event targets. The targets are listed on the wiki:

 
hook (required)
    Score: hook_Inhabited-hook_InhabitedResolved >= 1
    Eligible for Theme: shadow
    Eligible for Theme Piece: head
 
 ship (required)
    Score: SHIP_WITH.hook >= 1

I am 100% certain I have the correct hook, no conflicting themes, and no other Shadow characters in the party. I must be missing the last target (SHIP_WITH.hook). Does anyone know what this means? Do they have to be in a relationship with someone who also has the Inhabited hook? Or just any hook?

I read the wiki page about targeting and scoring and couldn't find an example of this, so I have no clue what to make of it.

I don't think that part means anything important, just a pretty rare event

The Inhabitant was literally the first event I got after posting this lmao. It took 118 hours.
