I do not understand well the random romances, but maybe fighting close to each other acts on it. My two warriors got in a romance and they were always on adjacent tiles and ahead on the battlefield.
I'm looking forward to other players tips tho.
There's an event where one character calls to a second in a panic voice encouraging the second to "come quick". When the second arrives, it turns out that the first was actually calling them to come watch the sunset. At the end of the event the second character asks this first if this was a "date", and you're given the option to start a romance between the two characters.
I'm not positive how to trigger that one though.
I THINK that sometimes you'll just randomly get a notification that the two characters have fallen in love.
Neither character can already be in a relationship with anyone else, and keeping the two together in the same party is important.
Umm... not sure what else to add.
There's also a personality compatibility chart on the "Relationships" page of the Wiki. The heroes need to have compatible personalities for the random romances to start.
Other than mods, the only ways to force romance events is the campaigns that allow those choices at the start, or Dev Mode which allows you to force events to happen, if that's not been changed since I last looked that up.
