There are three types of standard relationships in the game (or four, if you want to count "no relationship at all"): Friendships (the default), Rivalries, and Lovers. There is one additional type, Family, that is a special type, in that Family (parent and child) can also be Friends or Rivals (not Lovers).
Each Hero can have an unlimited number of Friends; however, they can only have one Rival and one Lover (each). Rivals and Lovers can also be locked (or unlocked); Friendships (the default) aren't lockable. Events in game can force a different relationship type than the one the Hero is currently in, and there are mods that do explicitly that. However, if you are in one of these "exclusive" relationship types, and an event forces a change, the previous relationship is lost. Example: Hero A and B are lovers, and A and C are rivals. An event forces Hero A and C to become lovers. Now, Hero A and B are friends, and A and C are lovers. (if the Hero has a locked relationship, the option to swap the lock to the new relationship is presented on the character sheet.)
As far as the interactions, as far as I know there is no code for "Previous Rivalry" and I don't think the game tracks it in the Hero's history. However, some events do consider personality types, and these can have different dialogues presented if the characters are lovers but they have incompatible personalities. So any ribbing the former rivals might engage in wouldn't be because they used to be rivals, but because they are lovers with incompatible personalities AND the particular event is coded to take that into account.

If two characters are "Rivals" they remain "Rivals". You have the option to lock the relationship (on their relationships screen). If you do that, then they'll always be rivals anytime they're in the same campaign together. But ... if you don't check it, then there's a chance that you might get a different relationship in a different campaign.
But what you're asking for ... no, not as far as I know.

LOL! You're not entirely wrong though. Random relationships (the vast majority of them, which occur when two Heroes complete tasks / fight together) can't just switch from one type to another. It requires an event to override an existing relationship, otherwise, you are correct. :)
