My legacy has also gotten pretty large though and I am not having the same issue as you. While it does seem to me that it takes a bit longer to load the game then the first time I launched it, it is still significantly faster than even one minute.
What kind of drive do you have the game installed on?
Also, are you using Steam cloud for saves? If you are, try disabling that to see if it makes a difference. It could just be cloud sync issues.
I disabled steam could saves and it did load faster like it used to. Not sure why this happened though.
In addition to it causing delays in loading in some games, I have also seen stories in forums of quite a few other games where people lose literally ALL of their save files and game progress because of it.
Just my advice, Disable it completely in steam settings so it is never turned on for any game you own.
If you actually need your saves in a cloud because you game on multiple different computers, use Onedrive, which comes with Windows 10, or any of the many other dedicated cloud services available.
Dedicated cloud services universally are 10x more reliable then what Steam provides.
I'm saying this as a fan of Steam overall. Cloud is just something they don't do well.
