It is possible, it is random, and low probability. Friendships seem to be encouraged by "walling". Sometimes a friendship will occur without you noticing, check the relationships tab of each character. I'm not sure there is a way to force romance. The characters have to be attracted (not only man to woman, etc) and I think they have to have the same personality type.

Without spoiling anything, choices made in specific events can (slightly or drastically) affect relationships. Heroes can fall in love in events, become rivals because of events, or even end a relationship.

so yea if you want to pump relationship, bring a small party 2-3 to do as many event and oppertunities as possible.
getting a lover is almost impossible if none of your characters have the romantic trait.

I guess the best chance is to have two characters with the same personality pair, one of which is romantic. But still, you have to hit the random encounters where the author put in a potential romantic reward.

Romances will develop naturally if heroes are a personality match, but yeah we should maybe increase that, and we want to add more events that give you a choice.

'Romantic' isn't necessary. I've had a romance kick off with neither character possessing that trait. They just have to have some of the same things in common.

There can also be same sex romances. My most recent one was between a woman with a fire arm and Gorgon stone face, and another woman with a wolf head and crow wings. I can't even visualize how that works out in an intimate situation, and I've seen a lot of things on the internet. :)
