Releasing Cats

Ok I am totally stumped with the guy on the top left who never looks away, any hints on how to get him to look away so I can release the cat? Loving it so far.

You'll need to find something around the garden that you can use to distract him.

I was stumped with that agent too, TILL I stumbled on a tiny corner on the top right of the flashlight's cone where you can stand and release the cat without getting caught. I did that because the game doesn't really give you any clues about what might be used.
