Is it normal for the videos to be a blank screen?

Every video I've found so far is blank, but I can still hear audio and see subtitles, has this happened to anyone else

Nope, just another bug. Maybe update your video codecs. I think all videos are in MP4.

How do I update video codecs?

Just google for codecs for your windows version, chose a trustworthy site and download and install them. Maybe a restart might be necessary.

I checked my windows media player, and it says all codecs are up to date. Im too skeeved out by the free codec download sites, so im just going to try a fresh install. My notes are good enough that I wont lose progress, Ill be back with reports on how it goes
Edit: Also for anyone else with the same problem, I verified game cache and it didnt work for me. I still reccomend trying it though

you also can find the video files in your steam directory. Worth a test if you can play a random file via your media player.

I'm having the same problem, I've uninstalled and reinstalled k-lite codec pack and the game, I can play the video files on my media player but nothing in the game

Are you using some kind of Windows N or KN version? Those lack some basic media functionality, but you can download them manually via https://www.microsoft.com/en-us/search/result.aspx?q=Media+Feature+Pack

The first video played just fine. Funnily enough, I found it already in the game.

Considering the videos play fine in windows media player, I dont think its this.

Try install Microsoft Visual C++ Redistributable x64 - x32, Direct X update, GPU driver update, and as far as i know this game doesnt support Win 7, because they dont support some codec then game used.

UPDATE: Using the Windows 7 beta made this work in Windows 10 for me for some reason.
