Reduce Penalty for Delays?

I'm confused what this means. Examples are a Post office or Warehouse. Post Office says it reduces penatly in delays for station pickup for mail. Warehouse says goods, cotton, and wool. Does that mean the cost of those items won't go down as much if they are sitting for a long time, or does that mein they won't "decay" as fast.

it means that the items will wait for a train and not find another way to move (mail,passangers, etc) or in the case of prishables (grain, etc) they won't rot (decay)

Additionally the longer cargo sits in a station the value goes down. Having a warehouse will keep the vaule of goods the same for longer than just having them sit at the station,
