The original game was made in 1998, and it has an aspect ratio of 4:3. Assuming that you have a monitor with a ratio of 16:9, there is no way of making it completely full screen. For example, I play on a laptop with a 1280x800 ratio, and deal with the similar black border along the edge.
i asked, because at my father's desktop, the game worked just fine, filling the entire screen. while at my computer, it had black lines on the side and was smaller. but its working as it should now.
once ive done this, the game was in full screen. however, i dont know how this affects other games, it will probably mess them up real bad. but for railroad tycoon, this works.
I have a docked intel baytrail based tablet and in cloned/dublicated screenmode I get correctly scaled output on tabled display (1920x1200) and tiny screen at the middle of external HDMI display (1920x1080).
You will want to Google or otherwise search engine it yourself to find the exact website, but it is on GitHub somewhere, open source, so should be safe, and is often recommended in the last 2 years or so. It really does work too. The open source remake of the Command & Conquer Games, with Tiberian Sun and the like as well, and even the old Westwood Dune 2 game, all run and recommend this CnC-DDraw. Oh and I was just reading and watching some Videos about how it works with Sudden Strike Gold for the love of Pete. (This is why I was saying, how come it took me 3 hours later to connect the dots that it should work on Railroad Tycoon 2 as well. And it doesn't have to be an integer scaling, like 2x, and supposedly it will still look good, like when Icewind Dale had that built in additional resolutions when they updated the graphics engine, same concept, which was similar to Voodoo Dlls.)
Sooo ... that would be worth a try. You'll have to Google it but it is on GitHub, but I might try this for this weekend. I mean it should work. Can't believe I just thought of this and was coming to check here.
It has built in smart filtering, with all sorts of options, can work in full screen or Borderless Window, and has numerous types of filtering for Anti-Aliasing. Supposedly it works not unlike the old Voodoo DLLs, and so it kind of converts it into non-pixels and then re-pixelates it, poor way of describing it.
Not sure if you can avoid the black bars, nor if that is going to be preferable, but this way you can use pretty much any resolution, and you will gain experience using it, and then can use it on most other sprite based older games. I'm going to try it when I get the chance, but time is often unavailable.
Hey, if it works, and I don't get to post here my attempt first, let us all know how it goes. Also, remember, you may have to turn off some features in your Video Drivers or in-game, as some are substitute options in the actual CnC-DDraw, so they could interfere with each other. So it will possibly take some tinkering to work right. Worst case, start simple and clean, and work your way up to your preferences. Usually that works best).
