There are some issues with steam. Hopefully they fix them soon :)

steam doesn't drop all the cards for a game on any user. You get a random selection and have to trade with other users for the rest. This is common knowledge.

They still have yet to implement them. If you look at store page nothing is there nor is Mr.Prepper listed in your badge list.

Right I see. I got confused because the greyed out cards appear on the game page in my library. Thanks for the clarification :)
