How to not pass out at 3am?

I have the Pills from Jenny in my inventory, but I can't use it. When i right click it doesnt do anything. And I still pass out at 3am even though i haver it in my Inventory. I drove for so long to get at the fort observer, I already saw the satellite and then i pass out. Have to drive all over again.

You can't. The item is a quest item required for quest progression. It doesn't let you stay up all night past the 3am limit.

Where do you use it exactly? Do you just have to get lucky to get to Fort Observer? I started driving around 7am and as soon as i saw the Satellite Thing I pass out

You have to drive within the normal waking hours until you find the radio signal. Once you hear that, you can go back to the guy and he will tell you how to get to the Fort. You can't drive to the Fort unless you have the stuff from Jenny.
