What are the water and electricity cut-off triggers.

What causes the start of the water and electricity cut off days? Is it set as certain in game times or is it triggered by a player action or milestone? I felt sorely underprepared for the water rationing and I'm worried about power now. I'm a long way from my first generator.

When you read the newspaper then water & electricity cut-off days will be automatically transferred to your calendar.

Also, selling waste newspaper is better than trashing them ;)

Thank you very much. I didn't realize just reading the newspaper did that. I didn't mean to seem ♥♥♥♥♥♥ if I did. I appreciate the tip on selling the paper as I didn't know I could do that either.
