Forgot Access Card for Fort Observer, Now What?

I went to Fort Observer with everything except the access card (left at
house). If I now leave the Fort, grab the card, get another 20 fuel, can
I just come back to the Fort and proceed with the quest? Or will I not
be able to do so without the anti-sleep pill that was given to me by Jenny? If another pill is needed, where can I get another pill?

Is there a way to use a "console command" and add a specific item to my inventory? Is there a way to access a previous save from the "day before"? My current save brings me to the point where I defeated the wolves/snakes that "greet" the player upon arrival at Fort Observer.

Any help would be greatly appreciated, as I really am hoping I don't need to restart my whole game.
