Each new step you built, you'll receive one (or more) new room upgrades, which you then can also craft on your workbench if you read the book that comes along with it.
Yes, normally the look should change. However, for the "crafting" room upgrade, i think it's just the floor that's different.
Not sure if a bug or feature ^^
You have to put the right amount of upgrade modules in, as asked when you open the upgrade box; 1 per square size of the room.
