Is it possible to miss a biometric safe?
I have 15 codes short...

Don't worry about it. Happily the codes aren't located in places which you can't reach after specific events. Just check everything once again, especially lost and found next to the entrance to the ministry, and you should collect all of it. Good luck. :)

I've followed a couple guides and I have checked all the locations mentioned...I think maybe i missed one the 12th floor. specifically in the torture chamber in the bosses chamber which i can't seem to access now that he has been arrested

I'm missing 10 codes and I visited every place from every guide I could find. Even reloaded an older savegame to make sure I got everything from 12th floor from the torture chamber. I think that theres a Bug somewhere.
