I couldn't break his desk, I sold the drugs to Emma and to another two people I randomly found in the Ministry. I don't if you meant the selling or get the drugs inside the Ministry

become friend with Dong and help him with his mother's debts he'll give you a book but imo breaking to his desk is a waste of time.... just report him and wait after his execution (i think the poor fellow dies anyway but it depends on how deeply you're involve in Legrand quests) after that go to the lost and founds

when you receive the letter at the entrance open it and you'll learn about his trafic you just need to report him after that . Or help him with his trafic there is several ways for him to die

how did Legrand die in your game ?

The boss called me in the office and told me that Legrande told him I was selling drugs inside the Ministry, then I said that this drug was convenient for the Ministry and that it was him who started the drug traffic so the boss let him be executed
