If your current form doesn't fit any instruction, pick one random stamp, it'll work.
But like mentioned, it's actually easier and quicker than the minigame on the first floor.
All you have to do is scan for the ministry name to go quicker.
A/ If you don't see your ministry name at all: Use any stamp.
B/ If you see your ministry name, but no appeals (Request, Info etc) match: Use any stamp.
C/ If you see your ministry name and the appeal matches: Use the stamp indicated.
On some occasions during the 2nd and/or 3rd phase, there will be no ministry name listed at all. For example "Archive requests to any ministry". In this case (If the line in C/ doesn't apply), just check whether or not the appeal (Request, Info etc) is the same as on the form. If different, use any stamp. If the same, use the stamp indicated.
OR
During the 2nd and/or 3rd phase you might see lines where there is no appeal listed. For example, "Issue an arrest warrant for appeal to the Ministry of Patriotism", (and again, if C/ above doesn't apply) then if the ministry matches, use that stamp. If different, use any stamp.
That's it, I think.
