I found out another way, at 1 point Dong will tell you that his mother is in debt and needs 20000 gold. Another option to bypass this is to talk to the shady person outside the ministry that deals with organ transplant. The person will give you a card and you should give the card to Dong and come back the next day. On the day after that, Dong will reward you with the Lever Lock book for your efforts. Hope I helped!
