Getting rid of Emma

Guys help please. So I need to get rid of Emma but I failed and I sent her kids to the foster home and now I can't do nothing. I already put foreign money in dong's office so I can't put that in hers. Can I smuggle somehow drugs or foreign money into ministry so I can get rid of her or is there some other way?

Well, i sold Drugs for Marco and there i made Emma drug addicted. So i could Phone her out.
I smuggled the Drugs for Marco with the help of the Security Guard, but u can smuggle it with the help of the kitchen women (forgot the name....) too.
Helping Marco will open a Questpath around the drugs.
