Does Stephen Dawking even HAVE a good ending that gets rid of him?

I'm looking at the options laid out in front of me, and all of them suck!
The 3 options I've been able to find never work out well (novichok, closure, organ) all have bad consequences. I'm this close to just telling the phone about his illegal activity to just get rid of him, I can't find a morally upright way to get rid of him.....?

No, "Help for the Suburbs" quest doesn't have a good ending.

By choosing any of these options, you will partially help the Suburbs, but each has consequences, so the best option is to supply organs.

I tried two different solutions for the quest "Help for the Suburbs" but after completing it he will not leave.
The only way to get him to leave and complete "Competitive Environment 1.0.25" is by providing him the wrong documents (treatment) in the first quest he gives you or frame him.
