Getting rid of Stephen Dawking and Horatio Newport

Stephen Dawking seems to be tricky to get rid of. I've tried the three solutions for his problem in the suburb. They produce different replies from him, but he keeps working.

Is there a "happy ending" mission that makes this character disappear like with Maria Curee, or can you only get rid of him by planting something illegal in his desk?

Horatio Newport is tough to get rid of as well, except for planting illegal contraband in his desk, the only other option seems to be getting Weinberg to send him away.

At one point you need to go and get him documents.
Getting him documents for treatment will make him leave.
I did all the sequel quests after i provided the correct documents but he will not leave after completing these. So i guess you have to frame him or reload and give him te the treatment documents.
