Heimdall Codes currently bugged?

I've collected 21/21 of the biometric safe info, and I still only had 200/270 codes. With the extra safes given by the guy on the top floor after asking him about Evan's father there's still only 220 codes.

I've checked the guide and the only safe I might be missing would be the safe that allegedly shows up in the lost and found boxes after a while, but it didn't spawn for me it seems. Or maybe it did and I'm still missing some codes. Strange.

It turns out I didn't have the vending machine safe, but I'm still missing one of them. I'm guessing that it's the Lost and Found safe, since it didn't seem to show up there on my second playthrough. Is there something that triggers it showing up there? Perhaps I'm missing some kind of quest?

Yes. This safe contain 20 codes. This safe appears at the end of the second day of work on the 12th floor. Need complected 5 quests.
1)New Tomorrow(without this not open 37th floor)
2)Process 10 forms(without this not open 37th floor)
3)Hanks quest(Why is Hank so angry?)
4)power increase(Wright brothers quest)
5)A standard Order(John Smith request information)

At this point tthis is my speculation.

I'm stuck at 235/250 and I remember when i found my first case in the potted plant and then i went to the lost and found for that hanged guy box and message, the plant' disappeared from my inventory...

This might also be the case I got. There's no way I missed any of the codes, especially when I've checked the location list on two different playthroughs.

Same problem to this day, 245/250 and can't figure out which one I missed. Even so, going back and getting them is not even possible for some.

Save frequently and check if you have the full number when you leave a floor. If you don't, reload and check the locations listed again.
