Report a translation problem
Luckily I found a solution:
- Go to http://www.thegameengine.org/railroad-tycoon-3/railroad-tycoon-3-startup-crash-windows-10/ and klick on "Download link 2" to download a config file.
- Copy this file to the configuration folder (somepath\steam\steamapps\common\Railroad Tycoon 3\Data\Configuration) and overwrite the existing config file there.
Worked like a charm for me, I have been playing three hours without a single crash.

For the Steam issue, make sure that you copy your steam.ddl file (found in :\Program Files (x86)\Steam\Steam.dll) and copy it into your RRT3 folder (:\Program Files (x86)\Steam\steamapps\common\Railroad Tycoon 3).
As this game was released back in 2003, the game has trouble with new software/hardware. A great website for all your RRT3 needs is Hawk & Badger Railroad, which can be found at:

If you scroll down to 'Other Unofficial Patches', you will find a Windows Vista Fix. Download that file, read the readme, and put it into the correct folder in your RRT3 file directory. This is the same file that m@dm@x sent you earlier, so no need to do it twice.
You shouldn't need to update/change anything else to get the game running.
