same it will be in a small box to the top right of my computer and i cannot maximize it
Possible the files from step 4 could be copied from the folder and then pasted in the / Railroad Tycoon 3, Folder mentioned.

2) Extract DGVoodoo.
3) Copy the dll's from the DGVoodoo \MS\X86 folder into the game folder where RT3.exe is. You can copy them all (like 4). The game will just use what it needs.
Ignore the rest and try to run game now. By default you should see DGVoodoo logo in bottom right. The config file to disable Hardware T&L shouldn't be needed because DGVoodoo uses something like a virtual graphics card that according to the site "This card provides support for full hardware acceleration including 'Transform & Light'." The virtual card also only has 256MB (configurable) graphics memory which prevents the blurry textures. If you configure over 512MB it may glitch the game back to blurry textures.
So DGVoodoo alone should fix the "cannot start game due to Hardware T&L" issue because of virtual card. It should fix "Low Res textures" issue because virtual card is configured with lower memory (yes, too much video memory is what causes it). And because it's redirecting DX8 to a current version like DX11, you can use other filters like ReShade to add things like AMD Texture Sharpening and SMAA.
Where is the dll in the ms/x86 folder??
