Report a translation problem
The key is applying a very easy fix I've asked STEAM to consider doing it as the game developer is out of business. And the one that is now marketing the game won't do it either.
The thing you need is to get an old config file and replace the one that ships with the game.
For what it's worth... there's a disclaimer on the store page that tells you what operating system(s) the game is certified for.
I'm guessing that you're trying to use something more up to date than Windows Xp the latest system for which RRT3 is certified.
There IS a simple fix that will allow the game to run on more modern systems as I've posted several times.
I empathize and agree that Steam should change it's policy on these things but the most cost effective solution in this case would be for them to stop selling the game. I'd prefer that they not do that.
The correction is so minor that I'm appalled that it hasn't been corrected.
The issue is with a setting in the game's engine.cfg file.
The graphics setting for "Disable Hardware T&L" is wrong in the Steam version of the files. This box should be checked.
The video problem that I'm referring to causes crashes in Railroad Tycoon 3. The game generally crashes immediately following the game's introductory movie but before the user can get to anything else (like the menus)
For new Steam purchaser, the fix is quite simple:
go to http://hawkdawg.com/rrt/rrt3/Xtras/ and download someone else's engine.cfg file.
Copy it over the one that is supplied with the game.

Look for Vista/Win 7/Win 8 Fix
Extract files, should be two of them. Suggest placing both of them on your desktop.
Right click on game and select property's, should be at the bottom of the list.
Open up game local content.
Click on local files tab
Click on browse local files
Open data
Open configuration
Drag and drop files one at a time into the configuration folder.
Click ok on replace file.
You should see the total of three files listed as follows:
engine
game
Vista_Fix_RT3
The first two files should have today's date listed under date modified.
Try game. :)

I re-installed the game, checked the "Disable Hardware T&L" box, and it seems to be working fine.
Edit: 1 week later and still no problems ...
Many similar games have sprung up again, or are about to, that are worth checking out. Also, the Steam version of RT3 is probably not the best way to go.
However, if you want to enjoy RT3 in the best way possible, I'd like to add to what was written by pointing to this post:

If you disable T&L, you're not only missing out on graphics, but also relevant gameplay.
You can make the game work with T&L on (almost) all setups, If you follow the advice given in that linked post.
You MAY have to actually start the game in order for that all to be created. (or create it outside the game)
