I didn't play TM2021 and I'm likely biased...
But from what I read, TM2021 is more expensive and full of bugs, with some of them being game-breaking.
Gameplay-wise, TM2021 is closer to Football Manager, and has an emphasis on managing an academy with several players.
TEM2 is focused on your main player (because you incarnate him as well as the coach), although you can also get 8 additional players to manage at the same time.
So TEM2 is focused on giving the feeling of touring around the world, raising the ranks tournament after tournament, and thus it's closer to what a player would feel, rather than an academy manager.
TEM2 is also more simple & straightforward (I guess, maybe someone else could confirm or infirm that), and thus it's faster to understand the basics, but then there's a bit less depth of gameplay. (I guess, again :) )
But this gives a faster career : you can do a full career in ~15 hours, if you do the instant text matches.
Lastly, the 3D match engine of TEM2 is vastly superior to the TEM2021 one ; it plays much better and produces believable tennis matches which are entertaining to watch (especially once you reach the top-level). It's the big interest of TEM2 and it can be really entertaining to see how to coach your player in real-time and how it affects his performances. :-)
