Various reasons really.
Lots of people complain about hackers and bugs, but I also think the high skill ceiling is brutal for new players. You could argue this might be a matchmaking issue?
Ultimately, it may also boil down to a lack of things to keep people logging in for? (Would a login reward be of benefit here? Something like 50 tokens for 7 days of logging in?)
I hope the console numbers are high enough though. The game deserves so much more.

2. Server Selection, so everyone can play on their best ping (even for me playing from SEA can enjoy the game very well, or server expands for SEA. cus, I saw & heard so many players came from SEA who wanted to play on highest level gameplay without connection issue and when they always queued on high ass ping server, they quit.)
3. Give more simple rewards for long-hour players so they could spend more time in-game. In time they just gonna start buying everything on the market If they knew this game is a real deal.
4. Mini games and more play factors such as "The Range" or smth.
5. Ads and marketing (?) I never saw an ad about this game. I also knew this game from my friends. That's it.

how to learn? the game do 0 to actually train new player to learn movement mecanics+gunplay
That is 3-4 that you could recognize. All the controller players with a cronus zen, people with "just" a wallhack, using A.I. learning from a capture card or soft aimbots are not even in this equation.
In your defense it does get quite hard to recognize those as they go to great lengths to try and hide it. That said you can still notice them being abnormal. You need somewhat of a trained eye to recognize them. Especially in the heat of the moment where small nuances of hacking/cheating gets drowned out.
That person that constantly knows where you will pop up and shoots just a fraction of a second too early when having no prior notice of where you should be. These are things allot of people wont even notice and just think somebody has fast reaction or was pre-aiming. Its a pretty clear indication of a wallhack however in allot of cases.
I even tested this with a guy that i found reacted a bit too fast by popping up at different spots running to the corner and let myself be hit. At the 4th time i actually pretended i would run around a corner just to stop at the very last bit and he already started firing while having no way of knowing which corner or roof i would pop up.
It could have been 5 or 6 different angles, but he already knew. These type of things tend to be overlooked by casual players, but if you played shooters long enough you know how to find subtle cheaters like these.

That said free to play game with one of the worst anti cheats in the business is a mix we have seen going downhill too many times. No hardware id-ban, no telephone numbers, no script running in the background detecting obvious outliers. Its just inviting them in basically.
for me, i randomly saw this on my front page, tried it, and it runs like absolute trash, i have no problem with shooters (i mean just view my steam lol) but holy ♥♥♥♥ the game was unplayable when i first tried it, and I haven't played since. it didn't even hit 60, let alone 100fps.
This too is a good point. Its quite a demanding game graphically, which automatically excludes some people.
P.S. when I am playing it, I literally become a premature rage-kiddy. Unfortunately, too many WTF moments make it really hard to enjoy the game. I guess that's also why the game lost many players.
