Can't scroll the zone map?

When using the zone map to fast travel, I am limited in how much of the map is shown, and trying to scroll at the edges doesn't work. So I end up traveling to a zone nearest to where I want to go and then using the zone map again to get further in that direction. Is this how it is supposed to work? Why can't I zoom out or scroll on the zone map?
