levels of enemies
Why are the enemies' levels like 6 above my own? Im at the tunnel entrance and the enemies have 16 hp + when i only have 9-10 and I usually don't have enough damage to kill hunters or the guys with the horn even when focusing all my fire on one guy at a time.... I only beat it once on the hardest dificulty because the enemy missed 50% of the time, but now i cant beat it on normal

Because you can sneak by them and come back later, after you have gotten better weapons and/or upgraded them. The game prepares you for that in the very first 5 minutes by telling you to just sneak past some guys for now because they are too high level.

My advice is to scavenge anything you can from stealth and pick off lone enemies so that you can grow your characters and arsenal. If you're playing on Normal get Hog Rush ASAP. You wouldn't think it, but Hog rush is a "silent" attack that leaves the enemy stunned for two turns.
Don't think you can just mop up a map on your first go. Also take plenty of trips to the Ark to upgrade your weapons and deliver artifacts

Leveling up is a bit overrated. Why? You don´t gain any better stats i.e. health etc., you only get 1 point to investr in mutations. Ok, you need certain mutations but besides that you gain nothing!
So the level is not always important - better gear is !
It´s a must to level up your silent weapons and get better armor, so focus on this!

Dont compare your health to enemy health to figure out if you are outmatched or not. You need to look at your damage output versus health. If its going to be a long fight then you'd also have to look at your health vs theirs and their damage vs yours and ways you can negate damage (ie cover or line of sight) and ways that they might be able to do that same.


But using that Shaman encounter at the entrance to the tunnel. You should have 3 stealth weapons by this point: Mimir Needle Pistol, Ancient Pistol and Crossbow. At tier 1 they do 4 damage each. So the Shaman has 16 health? if you use Bormin's Hog Rush ability then you have two turns worth of damage you can do before the Shaman is no longer knocked out and can call for reinforcements.

Turn 1
Hog Rush = 2 damage
Ancient Pistol = 4 damage
Crossbow = 4 damage

Turn 2
Mimir Needle Pistol = 4 damage
Ancient Pistol = 4 damage
Crossbow = reload >>> 4 damage

Thats more than enough to kill the Shaman

And that's before actually using gun parts to level them up. Each levels adds another damage. OP, are you upgrading your weapons?

This soooo much, enemy levels mean absolutely nothing.
And as jep said, at that point, all 3 of your silent weapons should be lvl2, which is 15 total dmg. Shaman you take out with hog rush, hunter on the low ground you take out with moth wings+skullsplitter and 2 normal hits. Butcher in the area has 8 health. Use him to recharge hog rush. Kill robot with hog rush. And finally kill the hunter on highground using gaper (6dmg) and 2 more 5 dmg shots.

You can purchase another crossbow from the shop at the Ark... although this seems to unlock someway midway through the game. Just keep checking the shop occasionally.

There's also this crazy long range, high damage rifle that unlocks in the shop near the end of the game.

There is a silenced gun in Fallen Angel zone. Crossbow is the worst obviously so you'd use one that you buy in Ark to dismantle for weapon fragments. Shop stocks up every 10 levels, think the crossbow shows up at lvl 20.

Fallen Angel area like Dascrub mentioned. It's in the same area that the Chief, two dogs, pyro, butcher and medbot are in (as well 2 other patrols). There is a Chinook which if you go inside gives you a flight helmet that makes you crit immune and outside where the Chief is standing there is a chest nearby and thats where the Mimir Needle Pistol is at.

At 26:57 in the video where all the sparklies are at is where the Chief and all the other mobs are standing/

FYI, there are areas outside of your main mission. Most of them have enemies too high to engage with, but you can sneak around and style spare parts, gun fragments and the occasional chest with weapons/armor in them.

It actually possible to go agaisnt enemy many time your level I went straight from ark to level 60 0enemies.....just upgrade your guns and go high ground

I'm playing on hard, I hope this is still true. If so, thanks, didn't know that and seems bloody useful.

i am on my second playthrough and i dont miss any enemys just take your time sneak and pick of stragglers upgrade weapons as soon as you can, i started a new play through today at 9 am and cleared the house of bones and the pizza palace next door killed nearly every thing with silent weapons + hog rush , head shot and root enemys 2 of these give you 2 turns one after the other
